For Iraq war vets, no parade is imminent

WASHINGTON

Americans probably won?t be seeing a huge ticker-tape parade anytime soon for troops returning from Iraq, and it?s not clear if veterans of the nine-year campaign will ever enjoy the grand, flag-waving, red-white-and-blue homecoming that the nation?s fighting men and women received after World War II and the Gulf War.

Officials in New York and Washington say they?d be happy to help, but Pentagon officials say they haven?t been asked.

Most welcome-homes have been smaller-scale: hugs from families at military posts across the country, a somber commemoration by President Barack Obama at Fort Bragg in North Carolina.

With tens of thousands of U.S. troops still fighting a bloody war in Afghanistan, anything that looks like a big victory celebration could be seen as unseemly and premature, some say.

?It?s going to be a bit awkward to be celebrating too much, given how much there is going on and how much there will be going on in Afghanistan,? said Don Mrozek, a military history professor at Kansas State University.

Two New York City councilmen, Republicans Vincent Ignizio and James Oddo, have called for a ticker-tape parade down the stretch of Broadway known as the Canyon of Heroes. A similar celebration after the Gulf War was paid for with more than $5.2 million in private donations, a model they would like to follow.

Mayor Michael Bloomberg said last week that he was open to the idea but added, ?It?s a federal thing that we really don?t want to do without talking to Washington, and we?ll be doing that.?

The last combat troops in Iraq pulled out more than a week ago. About 91,000 U.S. soldiers, sailors, airmen and Marines are in Afghanistan, battling a Taliban insurgency and struggling to train Afghan forces to take over security.

Wendy's returns to Japan with restaurant opening

Wendy?s opened its first joint-venture restaurant in Japan on Monday, in the Omotesando area of Tokyo.

Wendy?s Japan LLC, the joint venture formed between The Wendy?s Co. and master franchisee Higa Industries Co. Ltd., plans to open 100 restaurants in Japan within the next five years, and 700 over the long term. Wendy?s and Higa Industries announced the partnership in March.

The new restaurant marks a return to Japan for the Wendy?s brand after its abrupt exit at the end of 2009, when Wendy?s did not renew a previous franchise agreement and closed 71 restaurants.

Higa Industries, led by Ernest Higa, owned and operated 180 Domino?s Pizza franchised restaurants before selling that business in February 2010.

?We are delighted to join with a highly capable partner, Ernie Higa, to bring the Wendy?s brand to Japan and rapidly grow our presence in one of the largest quick-service restaurant markets in the world,? Darrell van Ligten, president of Wendy?s international division, said in a statement. ?The opening of our first joint-venture restaurant in Japan is an important step in our international growth plans and an expression of our confidence in the bright future of Japan.?

When it still operated as the Wendy?s/Arby?s Group, prior to the sale of former sister brand Arby?s Restaurant Group in July, the company set an international system development goal of 8,000 new restaurants over the long term, from a base of about 340 locations. Wendy?s said Japan represented about 9 percent of those 8,000 potential restaurants, while China and Brazil together accounted for about 30 percent of the potential international units.

?We are reintroducing to Japan signature Wendy?s products, including made-to-order, premium hamburgers with square beef patties, chicken sandwiches, entr?e salads, chili and popular Frosty desserts,? Higa said. ?At the same time, we?ll further differentiate our restaurants by adding innovative new menu options created exclusively for the Japanese market, including the Avocado Wasabi hamburger and the Truffle and Porcini Grilled Chicken sandwich. Our food will be served in a contemporary, inviting atmosphere that we believe will exceed the discerning expectations of Japanese consumers.?

The 9.0-magnitude earthquake that occurred off the coast of Sendai, Japan, on March 11 resulted in more than 12,000 deaths, electricity loss for nearly 2 million people and rolling blackouts for months in the country, but a Wendy?s spokesman said at the time of the earthquake and accompanying tsunami that the development schedule would not be affected.

Wendy?s also this year struck development deals with its franchisees in Russia and the Philippines.

The Dublin, Ohio-based company operates or franchises more than 6,500 restaurants in the United States and 26 foreign markets.

Pakistani president warns top court in scandal (AP)

ISLAMABAD ? Pakistan's president on Tuesday warned the Supreme Court not to take action in violation of the constitution, referring to a judicial hearing into a secret memo seeking to rein in the powerful military, a scandal that threatens the Pakistani leader.

The political crisis revolves around a memo that was allegedly sent to Washington with President Asif Ali Zardari's support in May asking for help in stopping a supposed army coup following the U.S. raid that killed Osama bin Laden. Zardari has denied the allegations.

There is long-standing tension between the civilian government and the army because the military has staged a series of coups and ruled the country for much of its 64-year history.

The government has opposed the Supreme Court's decision to open a hearing into the scandal about a week ago, saying a judicial investigation was unnecessary because parliament was already looking into the matter. The powerful army, which denied it intended to carry out a coup and was enraged by the memo, supports the investigation.

The Supreme Court opened its hearing after receiving a petition to do so from a handful of opposition politicians ? a common practice in Pakistan.

Zardari warned Supreme Court Chief Justice Iftikhar Chaudhry to respect the constitution, an indication he may be worried the judge will team up with the president's opponents to topple the government. Zardari has clashed with both Chaudhry and the army since he was elected in 2008.

"Anyone casting a bad eye intending to break up my federation, I will not let it break," Zardari told thousands of flag-waving supporters in southern Pakistan in a speech marking the fourth anniversary of the assassination of his wife, former Prime Minister Benazir Bhutto.

Zardari did not say exactly what he meant by the Supreme Court respecting the constitution, or what he fears might be the result of the inquiry. Many analysts agree the president enjoys immunity from prosecution while in office

Zardari said earlier in the day that Pakistanis should pay tribute to his slain wife by guarding against anti-democratic conspiracies, an apparent reference to tensions over the memo scandal. He said his wife's death was also a conspiracy against Pakistani democracy.

"I therefore urge all the democratic forces and the patriotic Pakistanis to foil all conspiracies against democracy and democratic institutions," said Zardari in a statement sent to reporters.

The army-backed Supreme Court hearing sparked Prime Minister Yousuf Raza Gilani to say last week that a conspiracy was under way to topple the government. He did not specifically point to the military, but said the army must be answerable to the parliament and could not act as a "state within a state."

Gilani eventually backed away from his comments after army chief Gen. Pervez Ashfaq Kayani denied any intention to stage a coup and promised to support democracy. The prime minister on Monday denied reports he would replace Kayani or the army's intelligence chief, Lt. Gen. Shuja Pasha, to neutralize the threat to his government.

Former Pakistani ambassador to the U.S., Husain Haqqani, allegedly crafted the memo sent to Washington, which promised to replace Pakistan's national security hierarchy with people favorable to the U.S. in exchange for help in reining in the military. Haqqani has denied the allegations but resigned in the wake of the scandal.

The bin Laden operation angered Pakistani officials because they weren't told about it beforehand and humiliated the army because it was not able to stop the nighttime raid near Pakistan's equivalent of West Point.

Some analysts have speculated Haqqani himself manufactured the coup story in an attempt to increase civilian control over the army.

VuPoint Solutions Magic Wand PDS-ST415-VP


The VuPoint Solutions Magic Wand PDS-ST415-VP ($100 street) sounds like something that should be on the Hogwarts back-to-school recommended purchase list. But in reality (pun unavoidable), it's a portable scanner?one of the most portable available. If you need to scan on the go, and don't want to be weighted down with hardware, that alone makes it worth considering.

At 1.2 by 10.1 by 1.1 inches (HWD) and 0.4 pounds, you could argue that the PDS-ST415-VP is too big to call a magic wand. It certainly doesn't look as much like one as the PlanOn DocuPen Xtreme X05 ($369.99 direct 3.5 stars). However, both work essentially the same way for scanning. The sensor and rollers in both cases define the bottom. To scan, you start at the top of a page and sweep down, or start on the side and sweep across.

One other feature the two scanners share is that they don't need a computer to scan to. Instead they scan to memory and let you move the files to a computer later. Connect the PDS-ST415-VP by the supplied USB cable, and it will look like a USB drive to your computer so you can copy the files.

Setup and Scanning
There is not much to set up with this scanner. Just put in the two supplied AA batteries and insert a microSD or microSDHC card as memory to scan to. The only potential issue is that the scanner doesn't come with a memory card and there's no internal memory, so be sure you have one handy. According to the company, you can use cards with up to 32GB capacity.

Scanning is easy. The scanner offers one button to set it to color or black and white mode and another to set it to 300 or 600 pixels per inch (ppi). Simply choose your settings, and then scan. Just as important, there isn't much of a learning curve. I got acceptable scans starting with my first try, both for recognizing text, and for scanning photos well enough for, say, scanning an article and winding up with recognizable images in the photos.

Recognizing Text
In addition to setting up the hardware, you can optionally install Abbyy Screenshot Reader, which comes with the scanner and offers a limited ability to translate images of text into editable text. However, it's important to understand that Screenshot Reader is an OCR (optical character recognition) utility rather than a full-fledged OCR program.

The PDS-ST415-VP scans to JPG image file format. An OCR program would be able to recognize the text for at least one full file at a time. Screenshot Reader recognizes text showing on screen, and it can recognize only as much text as can fit on the screen.

Depending on your screen resolution, you may need to recognize a letter-size page of text in two or more pieces. In my tests using a 1,280 by 1024 screen resolution, for example, with the image zoomed in Photoshop to 33 percent and the text just fitting within the screen width, I had to recognize each page in three sections.

At smaller zoom sizes I could recognize more of the page, but the recognition accuracy dropped. At 33 percent zoom, the program read our Arial test page at font sizes as small as 8 points without a mistake and our Times New Roman test page at 12 points. At 12.5 percent, which is the largest zoom size that showed the full page at once, it couldn't read any font size without mistakes.

Other Issues
It's worth mention that although not needing a computer for scanning has the advantage of giving you less to carry with you, it has a disadvantage too. You can't see the scan and confirm that it's good enough to be usable until you connect to a computer, at which point you may no longer have the original handy to rescan. Depending on the situation, you may be better off skipping the scanner and taking a photo instead, so you can check the image quality on your camera or cameraphone's screen.

You can't count this too heavily against the PDS-ST415-VP, because it's pretty much standard today for portable scanners that don't need a computer, including, for example, the IRIScan anywhere 2 ($199, 3 stars) from I.R.I.S. and the Pandigital Personal Photo Scanner/Converter PanScn06 ($149.99, 3 stars). One the few exceptions is the Editors' Choice Visioneer Mobility ($199.99 direct, 4 stars), which lets you scan to a smartphone and see the results on the spot.

Despite this limitation, if you want to use a scanner rather than a camera, and you want one that's portable enough to carry with you virtually all the time, the PDS-ST415-VP is definitely in the running. When you compare prices with the alternatives, keep in mind that you'll need to buy a memory card and may want a more capable OCR program or a document management program as well. Even so, the VuPoint Solutions Magic Wand PDS-ST415-VP is a more than reasonable choice. It has little to no learning curve, it's easy to use, and its scan quality is up to the task.

With tablets?finding their way into more and more households, there is a sensible need for a child-friendly solution. For most, giving your child free rein over an expensive device like the iPad 2?($499-$829, 4.5 stars) may not be the best idea. Not only are parents afraid of damage to their precious pads, but they should also be concerned about exposure to inappropriate content. That's where Fuhu's Nabi Kids Tablet ($199.99, sold exclusively at Toys R Us) steps in. The 7-inch? tablet features two distinct Android environments; one sheltered interface catering to kids and one nearly full featured, traditional Android interface. The Nabi is not a toy, but it is also not quite a tablet either. Its collection of pre-loaded apps and content, a customizable child-safe interface, in a tablet that comes with a thick rubber bumper. And some problems with functionality and responsiveness hold the Nabi tablet back.??

Design and Display
The first thing you will notice about the Nabi is its striking red, oversized rubber bumper. This thing is really solid and looks like it could withstand most anything a child might throw at it (or throw it at). But the bumper isn't integrated into the tablet; it's just a peel-off gel case. It's too easily removable and doesn't make the tablet waterproof. It does offer solid drop protection, but it also makes the Power and Volume buttons difficult to press.

Under the rubber bumper is an unassuming white plastic slab. Together with the bumper, the Nabi measures 10.6 by 7.7 by 3.5 inches (HWD) and weighs 1.2 pounds; bigger and heavier than the Kindle Fire?($199, 4 stars) at 7.5 by 4.7 by .45 inches (HWD) and 14.6 ounces, but far better equipped for the rigors of playtime. The Nabi sports a 7-inch, 800-by-480-pixel TFT display, a low resolution you're more likely to find on a phone than a tablet. It's an upgrade over child-oriented tablets like the LeapFrog LeapPad Explorer's ($99, 4.5 stars) 480-by-272-pixel display, but not as nice as the 1,024-by-600 screens on high-quality 7-inch tablets like the the Kindle Fire or Nook Tablet?($249, 4 stars). The screen is bright, and viewing angles are pretty narrow. The biggest problem with the Nabi's display is unresponsiveness. In my tests, it often took multiple touches to get the desired response. This was while navigating through the tablet's interface, and playing games like Cut the Rope.

The tablet is equipped with a mini HDMI port, so you can connect it to an HDTV for playback, and a front-facing camera. For connectivity, there's 802.11b/g Wi-Fi and Bluetooth.

OS, Apps, Performance
The real draw of the Nabi Kids Tablet is the kids-only interface it lays on top of the now-obsolete Android 2.2. Kidz Mode is a child-safe, stripped-down environment that basically consists of oversized app icons, as well as shortcuts to Nabi's child-friendly Web and multimedia content. Any parent worried about what kind of trouble their kids can get into will appreciate the walled-off nature of Kidz Mode.

Parents can customize what apps appear in Kidz Mode, deciding for themselves what is or is not appropriate for their child. The tablet comes preloaded with games, educational apps, and childrens' books and videos. You get Angry Birds and Cut the Rope, 30 preloaded childrens' books with audio tracks for reading along, and Fooz Kids University, which is math training software for elementary schoolers. Kidz Mode also features a section of kid-safe Web shortcuts to third-party sites like Cartoon Network.

Though the browser supports Flash, which is used heavily in the third-party websites, the games and content didn't work very well on the Nabi in my tests. The sites were clearly meant to be enjoyed on a real computer, with little mobile, let alone tablet, optimization. For instance, one Cartoon Network link leads to a Flash-based game, which loads properly, but requires keyboard and mouse controls to work, which the Nabi lacks.

Yemen Outgoing President Says He Will Travel to U.S. Amid Unrest

Yemen's outgoing president, Ali Abdullah Saleh, says he will travel to the United States in the coming days to "calm the atmosphere" in his homeland.

In his comments to journalists Saturday, Saleh does not specify when he would leave. Officials say he had been expected to leave soon after he signed a deal in late November in which he handed over his powers to his vice president and committed to step down.

Since then, the vice president has set up a national unity government planning new presidential elections in February. But opponents accuse Saleh of using loyalists still in their positions to wield influence behind the scenes.

His comments come after forces commanded by his son and nephew opened fire on more than 100,000 protesters, killing at least 8.

Turkey slams France over genocide debate (AP)

ISTANBUL ? Turkey on Friday accused France of committing genocide during its colonial occupation of Algeria, angrily responding after French lawmakers passed a bill making it a crime to deny the mass killings of Armenians by Ottoman Turks constitute genocide.

The deepening acrimony between two strategic allies and trading partners could have repercussions far beyond the settling of accounts over some of the bloodiest episodes of the past century.

Turkey and France worked closely together during NATO's operation against Libyan dictator Moammar Gadhafi, and coordinate policy on Syria and Afghanistan. Turkey was already frustrated by French opposition to its stalled European Union bid, and hopes for Western-backed rapprochement between Turkey and Armenia seem ever more distant ahead of 2015, the 100th anniversary of the Armenian killings.

The bill strikes at the heart of national honor in Turkey, which maintains there was no systematic campaign to kill Armenians and that many Turks also died during the chaotic disintegration of the Ottoman Empire.

The French bill still needs Senate approval, but after it passed the lower house Thursday, Turkish Prime Minister Recep Tayyip Erdogan halted bilateral political and economic contacts, suspended military cooperation and ordered his country's ambassador home for consultations.

"What the French did in Algeria was genocide," Erdogan said Friday in a heavily personal speech, laced with criticism of French President Nicolas Sarkozy.

He alleged that beginning in 1945, about 15 percent of the population of Algeria was massacred by the French.

"They were mercilessly martyred," he said.

The bill's passage "is a clear example of how racism, discrimination and anti-Muslim sentiment have reached new heights in France and in Europe," Erdogan said. "French President Sarkozy's ambition is to win an election based on promoting animosity against Turks and Muslims."

France holds presidential elections in April.

France formally recognized the killings as genocide in 2001, but provided no penalty for anyone refuting that. The bill sets a punishment of up to one year in prison and a fine of euro45,000 ($59,000) for those who deny or "outrageously minimize" the killings, putting such action on par with denial of the Holocaust.

Most historians contend the Ottoman killings of the Armenians constituted the first genocide of the 20th century. But the issue is dicey for any government that wants a strong alliance with Turkey, a rising power. In Washington, President Barack Obama has stopped short of calling the killings genocide.

The Armenian National Committee of America said the French vote "reinforces the growing international consensus ? and the mounting pressure on Turkey ? for a truthful and just resolution of the Armenian Genocide."

Wall Street set for lower open as Europe optimism fades (Reuters)

NEW YORK (Reuters) ? Stock index futures pointed to a lower open on Wednesday as enthusiasm waned after strong bank demand for the European Central Bank's record funding operation and fears over the debt crisis resurfaced.

Banks borrowed 489 billion euros ($641.08 billion) at the ECB's first-ever offering of three-year funding, boosting optimism that a credit crunch can be averted.

But the optimism faded as European stocks gave back early gains. The FTSEurofirst 300 (.FTEU3) shed 0.3 percent and the eurofell to a session low against the dollar, and German government bonds turned positive on the day. (.EU)

Bunds have fallen in recent days on hopes that banks would use some of the ECB money to buy high-yielding Italian and Spanish debt.

But an Italian banking group said banks wouldn't increase their exposure to sovereign debt even after the ECB offering because European Bank Authority rules discourage it.

"They left it up to each of the banks to do what they need -- there can't be one general plan for all 500 banks they give the money to. So it's up to each bank where to put it most efficiently," said Cort Gwon, Chief Strategist at HudsonView Capital Management in New York.

As the Christmas and New Year holidays approach, equities will likely to become more volatile as volume peters out.

"The market can get whipsawed because of the illiquidity and the headline risk, both ways, both good and bad," said Gwon.

S&P 500 futures fell 2.9 points and were below fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration on the contract. Dow Jones industrial average futures lost 13 point, and Nasdaq 100 futures shed 5.75 points.

U.S.-listed shares of Research in Motion Ltd (RIMM.O)(RIM.TO) jumped 8.2 percent to $13.55 in premarket trade after Reuters reported the BlackBerry maker has rebuffed takeover overtures.

Oracle Corp (ORCL.O) slumped 9.9 percent to $26.27 premarket after posting earnings late Tuesday that fell short of Wall Street's forecasts for the first time in a decade.

On the economic front, the National Association of Realtors will release existing home sales for November at 10 a.m. EST (1500 GMT). Economists in a Reuters survey forecast a 5.05 million annualized unit total versus 4.97 million annualized units in October.

Walgreen Co (WAG.N) lost 7 percent to $31.16 premarket after the largest U.S. drugstore chain posted lower quarterly profit on pressured margins.

Contract electronics manufacturer Jabil Circuit Inc (JBL.N) posted first-quarter revenue below estimates and sees lower revenue in the second quarter. Shares fell 4.8 percent to $19 in premarket.

We've seen North Koreans wailing, sobbing, and quietly weeping in public plazas, schools, and factories. And, of course, there are the predictable long lines of people waiting to pay their respects at the Dear Leader's see-through coffin on display in Pyongyang.

But perhaps the most unusual expression of the North Korean cult of personality is a "shrine" at a supermarket escalator.

Yes, really.

The North Korean government media released a still photo of what is believed to have been Kim Jong-il?s last public appearance before he died on Saturday. He's riding an escalator into a new supermarket in Pyongyang. The photo is undated, but the Korean Central News Agency reported separately that Kim had visited a supermarket on Dec. 15, 2011 ? two days before his reported death.

North Korean mourners are now gathering at the escalator to pay their respects (video below).

?I can?t imagine how happy it would make us and our fellow citizens if he could ride on this escalator again,? said one North Korean woman, amid a group of mourners, weeping around the moving staircase, according to Euronews story. ?I still feel that he is alive, with his bright smile. I can also hear his voice.?

Britian's Daily Mail was so amused by the photo that they had a photo caption contest for readers.Their own headline: "Kim Jong II clearly didn't enjoy grocery shopping ..."

But The Guardian of London took a more revealing look at who else is shown in the photo riding the escalator with Kim Jong-il. The image offers a sneak preview of the coming North Korean power players.

"Standing behind him, and in front of the officials, are his son [Kim Jong-un] and two people who could determine the course of the country's leadership in these delicate, early days of transition.

The woman is Kim Kyong-hui, Kim Jong-il's younger sister and a regular companion in the last years of his life. Behind them is her husband Jang Song-thaek, the most powerful adviser in the new leadership, who is expected to guide the "young general" during his formative days in power."

Could the new Earth-like planets harbor life?

Scientists have discovered a pair of Earth-sized planets orbiting a distant star. Could these planets, dubbed Kepler 20e and Kepler 20f, support life?

For life as we know it to arise on another planet, scientists think the alien world must have three key ingredients: organic molecules that can form complex structures, energy to jiggle those molecules, and liquid water for them to jiggle?in. It's a short recipe, but nonetheless, only planets that are extremely similar to Earth can possibly have all three items in stock.

If a planet is much closer to its star than we are to ours (and assuming that star is similar in size to our sun), all the water on its surface will evaporate in the heat. If it's much farther away, all its water will freeze. Similarly,?planets much larger than Earth?are gaseous, with no solid surface for an ocean to slosh around on, while those much smaller wouldn't have had enough gravity to form in the first place. Thus, in the search for "candidate planets" which could host alien life, "alien Earths" are the Holy Grail.

In a paper published today (Dec. 20) in the journal Nature, a team of scientists who study data collected by NASA's Kepler telescope report the?discovery of a pair of exoplanets, or planets outside our solar system, that are almost exactly the same size as Earth. The distant worlds, labeled Kepler-20e and 20f, orbit a star called Kepler-20 located 950 light-years away, and have diameters 0.87 times and 1.03 times that of Earth, respectively.

At those sizes, the planets' gravity would be strong enough to make them rocky like Earth, rather than gaseous like Jupiter. "Theoretical models suggest that the material inside the planet could be iron in the core surrounded by a mantle of silicates," said Guillermo Torres, a member of the Kepler team based at the Harvard-Smithsonian Center for Astrophysics. If that's the case, they would have, respectively, masses 1.7 times and three times Earth's mass, he said. [Infographic: Earth-Size Alien Worlds]

The planets are roughly Earth-size, but do they have what it takes to sustain life? Unfortunately, not quite. "These are just way too hot to be habitable," Torres told Life's Little Mysteries.

Both Kepler-20e and Kepler-20f orbit extremely close to their star, with years just 6 days and 20 days long, respectively. Though their star is slightly dimmer than our own, it still blasts them with too much heat. "For the inner one, the temperature is about 1,000 degrees Celsius [1,800 degrees Fahrenheit], and for the outer one it's about 700 degrees C [1,300 degrees F]," Torres said.

Unfortunately, that's far too hot for liquid water to survive. And because there are no swirling oceans on the new planets ? no?primordial soups for organic molecules?to slosh around in ? there has been no genesis of life there, the scientists say.

But is there any chance that life that doesn't require water could exist on Kepler-20e and 20f? Torres said he gets this question a lot: "Why do we think that life has to be like we have it here on Earth? Well, the thing is we don't have any other examples of life, so we have to start with what we know. We cannot rule out that there might be other types of life that don't require water? if that's possible? but that seems a little far-fetched."

Two weeks ago, the Kepler team announced its discovery of another planet that was close to being habitable, but which missed the mark for a different reason. "We announced Kepler-22b, which has the right temperature for life, but it's too big. Now, we're announcing a planet that's the same size as Earth but it's too hot," said Dave Charbonneau, another member of the Kepler team based at Harvard's CfA.

"What we're doing next is trying to look for a planet that's the best of both worlds: Earth-size and the right temperature. That's the big one," he said.

Beach Boys announce 50th anniversary reunion tour (AP)

NEW YORK ? It's almost winter, but get ready for some surf and sun: The Beach Boys are reuniting.

The founding members of the classic rock group ? Brian Wilson, Mike Love and Al Jardine ? announced Friday they are getting back together to celebrate their 50th anniversary. They're working on a new album and also plan a 50-date tour that will take them around the world.

"This anniversary is special to me because I miss the boys, and it will be a thrill for me to make a new record and be on stage with them again," Wilson said in a statement.

The group also includes Bruce Johnston and David Marks, both of whom have been with the band for decades.

The Rock and Roll Hall of Famers gave birth to the California rock sound. Back then, the band members were Love, Jardine, Wilson and his two brothers ? Carl and Dennis Wilson, who have since died. With songs like "Good Vibrations," "I Get Around" and "California Girls," the quintet embodied the fantasy of West Coast beach life. Their albums, particularly "Pet Sounds," influenced rockers of their generation and beyond.

But Wilson suffered mental problems that caused him to withdraw from the band, and there were years of animosity between Love and Wilson, who are cousins, as well as lawsuits among members of the band. Still, they have gotten back together over the years, including for their 40th anniversary in the last decade.

Love remarked in the statement Friday on how he and Wilson were getting along well, sharing compliments together in the studio.

"Music has been the unifying and harmonizing fact of life in our family since childhood," he said.?"It has been a huge blessing that we have been able to share with the world." Referring to a Beach Boy hit, he added: "Wouldn't It Be Nice to Do It Again??Absolutely!"

The group was supposed to announce their reunion as a surprise during the Recording Academy's live nominations special for the Grammys last month, but those plans fell through.

However, Jardine said the group planned to appear at the Feb. 12 Grammy telecast in Los Angeles.

"There will be a surprise at the Grammys," he told Rolling Stone. "We will do something really exciting. There's a lot of interest in it, which is nice. It's going to be a very big operation."

The Beach Boys first concert is scheduled for April 27 at the New Orleans Jazz & Heritage Festival.

New Paraguay police chief to focus on rebels (AP)

ASUNCION, Paraguay ? Paraguay's new police commissioner says he'll be focusing on quelling a guerrilla conflict in the north of the South American country.

Pablino Rojas says the struggle against the Paraguayan People's Army is meant to "return the tranquility of the citizenry."

Officials say the rebel group probably has no more than 40 members, but Rojas' comments demonstrate the concern it has caused. The group has attacked soldiers, kidnapped landowners and practiced extortion.

Rojas made the comments as he was sworn into his post on Friday.

Anti-kidnapping prosecutor Sandra Quinonez says the rebels were formed about 10 years ago and are supported by some small villages. She says they have received training from Colombian rebels.

The dutiful Media Matters researchers who stare at Fox News all day have flagged another humorous mistake made by cable news network: Fox accidentally swapped Mitt Romney's face with Barack Obama's in an Iowa polling segment today. As the progressive think tank later reported, Megyn Kelly apologized for the error on air, saying that "we put a graphic on the air ... that, as it turns out, was incorrect. It identified Mitt Romney with a picture of Barack Obama. As it turns out, they are not the same man. Not philosophically, not ideologically, not in any other way. So we apologize for that error." ?Feel free to read as little or as much conspiracy into the mix up: it still ranks below the time the cable network used a Tina Fey picture for a Sarah Palin segment.

Panetta formally shuts down US war in Iraq (AP)

BAGHDAD ? After nearly nine years, 4,500 American dead, 32,000 wounded and more than $800 billion, U.S. officials formally shut down the war in Iraq ? a conflict that U.S. Defense Secretary Leon Panetta said was worth the price in blood and money, as it set Iraq on a path to democracy.

Panetta stepped off his military plane in Baghdad Thursday as the leader of America's war in Iraq, but will leave as one of many top U.S. and global officials who hope to work with the struggling nation as it tries to find its new place in the Middle East and the broader world.

He and several other U.S. diplomatic, military and defense leaders participated in a highly symbolic ceremony during which the flag of U.S. Forces-Iraq was officially retired, or "cased," according to Army tradition.

The U.S. Forces-Iraq flag was furled ? or wrapped ? around a flagpole and covered in camouflage. It will be brought back to the United States.

"You will leave with great pride ? lasting pride," Panetta told the troops. "Secure in knowing that your sacrifice has helped the Iraqi people to cast tyranny aside and to offer hope for prosperity and peace to this country's future generations."

During several stops in Afghanistan this week, Panetta made it clear that the U.S. can be proud of its accomplishments in Iraq.

"We spilled a lot of blood there," Panetta said. "But all of that has not been in vain. It's been to achieve a mission making that country sovereign and independent and able to govern and secure itself."

That, he said, is "a tribute to everybody ? everybody who fought in that war, everybody who spilled blood in that war, everybody who was dedicated to making sure we could achieve that mission."

Panetta echoed President Barack Obama's promise that the U.S. plans to keep a robust diplomatic presence in Iraq, foster a deep and lasting relationship with the nation and maintain a strong military force in the region.

As of Thursday, there were two U.S. bases and about 4,000 U.S. troops in Iraq ? a dramatic drop from the roughly 500 military installations and as many as 170,000 troops during the surge ordered by President George W. Bush in 2007, when violence and raging sectarianism gripped the country. All U.S. troops are slated to be out of Iraq by the end of the year, but officials are likely to meet that goal a bit before then.

The total U.S. departure is a bit earlier than initially planned, and military leaders worry that it is a bit premature for the still maturing Iraqi security forces, who face continuing struggles to develop the logistics, air operations, surveillance and intelligence sharing capabilities they will need in what has long been a difficult neighborhood.

U.S. officials were unable to reach an agreement with the Iraqis on legal issues and troop immunity that would have allowed a small training and counterterrorism force to remain. U.S. defense officials said they expect there will be no movement on that issue until sometime next year.

Still, despite Obama's earlier contention that all American troops would be home for Christmas, at least 4,000 forces will remain in Kuwait for some months. The troops will be able to help finalize the move out of Iraq, but could also be used as a quick reaction force if needed.

Obama met in Washington with Iraqi Prime Minister Nouri al-Maliki earlier this week, vowing to remain committed to Iraq as the two countries struggle to define their new relationship. Ending the war was an early goal of the Obama administration, and Thursday's ceremony will allow the president to fulfill a crucial campaign promise during a politically opportune time. The 2012 presidential race is roiling and Republicans are in a ferocious battle to determine who will face off against Obama in the election.

Panetta acknowledged the difficulties for Iraq in the coming years, as the country tries to find its footing.

"They're going face challenges in the future," Panetta said Wednesday during a visit with troops in Afghanistan. "They'll face challenges from terrorism, they'll face challenges from those that would want to divide their country. They'll face challenges from just the test of democracy, a new democracy and trying to make it work. But the fact is, we have given them the opportunity to be able to succeed."

The ceremony at Baghdad International Airport also featured remarks from Army Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, and Gen. Lloyd Austin, the top U.S. commander in Iraq.

Austin is leading the massive logistical challenge of shuttering hundreds of bases and combat outposts, and methodically moving more than 50,000 U.S. troops and their equipment out of Iraq over the last year ? while still conducting training, security assistance and counterterrorism battles.

Over the coming days, the final few thousand U.S. troops will leave Iraq in orderly caravans and tightly scheduled flights ? a marked contrast to the shock and awe that rocked the country on March 20, 2003, as the U.S. invasion began.

Saddam Hussein has been ousted, the reports of weapons of mass destruction largely laid to rest. And the future of a nascent democracy awaits.

City Living Can Heighten Social Stress

In spite of the mind-expanding perks of city life, urban living is known to increase the chances of developing mental disorders such as schizophrenia. This link could be caused by a heightened response in the brain to social stress, according to a study published in Nature in June. Researchers at the University of Heidelberg in Germany studied brain scans of healthy students as they took a mathematics test under a barrage of disapproving feedback from the experimenter. This stressful situation revealed higher activity in the amygdala and anterior cingulate cortex?regions involved in regulating emotions and stress?in urban students as compared with rural ones, with small-town folk falling in between. The difference may reflect city dwellers? extra sensitivity to social stress, which could contribute to mental illness in people so predisposed by their genes.

The definition of a musical instrument

ScienceDaily (Dec. 6, 2011) ? The sounds produced by a fiddle are not always musical, but the fiddle is still nevertheless regarded as a musical instrument. However, if one uses sticks or car engines to create music -- do they become musical instruments? This is the point of departure for Per Anders Nilsson's research at the University of Gothenburg, Sweden.

On 25 November 2011 Per Anders Nilsson successfully defended his doctoral thesis A Field of Possibilities: designing and playing digital musical instruments in the subject musical performance at the Academy of Music and Drama at the University of Gothenburg. The thesis discusses a number of tailor-made digital musical instruments intended for improvisation and created by Per Anders Nilsson himself. Apart from the text, the thesis comprises video recordings from concerts in which he performs with the improvisation group Beam Stone and the duo pantoMorf, as well as a duet with the bass-player Peter Janson and solos.

Per Anders Nilsson's research project is among other things about creating digital musical instruments for special purposes, in his case ensemble improvisation. In practice, the instruments he creates constitute a hyper-instrument: about ten instrumental modules are collected and linked together in a shared computer programme. The choice varies and is decided by the context.

The challenge for him has been to create instruments with distinct identities and with limits in precisely the same way as with traditional musical instruments. To become accomplished one has to practise, in exactly the same way as with all other instruments. One can also incorporate musical skills into a digital instrument, making it possible for a musician to play better than he or she has the capacity to do. One example is Per Anders Nilsson's instrument the Walking Machine that allows him to play the drums and bass in jazz style, even though he cannot play either of these instruments particularly well. The game designer calls these virtual skills. One can thus incorporate performance behaviour into an instrument, and the musician's role becomes that of controlling the instrument rather than anything else.

The thesis also discusses the two roles of designer and musician -- the hypothesis that one and the same person is both designer and musician can have a double effect when playing with other musicians: a direct effect via the interaction of the moment, and an indirect effect since one has decided on the characteristics of the instrument oneself. A digital instrument is a field of possibilities -- in performance, the aesthetic choices made during the design process of the instrument are made manifest. Per Anders Nilsson has created instruments that appeal to his musical aesthetics and that function well in the contexts in which he himself plays music, and the aim is not total control but more the possibility of surprising oneself.

Yet another aspect brought up by Per Anders Nilsson in his work with digital instruments, is to regard musical improvisation as a game or sport. All games have rules, goals and a play space. In a piece of music, it may be a matter of explicit rules on which chord sequences and melodies etc one may use, or it may also be a matter of tacit rules about what one may not do, the equivalent of "sportmanship."

Per Anders Nilsson looks forward to continuing his research in this field and especially to investigating different musical styles as though they were games. His opinion is that this approach will analyse music from the perspective of the musician, and not from the perspective of the musical score or the composer.

Newt Gingrich surges in Iowa. Will it last?

Newt Gingrich leads the Republican pack of presidential hopefuls in the key state of Iowa, according to a new poll out Sunday, and he seems likely to pick up Herman Cain's endorsement.

At this point in the race for a Republican presidential nominee ? just one month out from the Iowa caucuses ? it seems to be Newt Gingrich?s to lose.

He?s got the wind at his back in most polls ? especially the closely-watched Des Moines Register?s Iowa poll out Sunday. Just as important (perhaps more so), he?s way ahead of the pack when likely primary election voters? second choice is taken into account.

Unlike Herman Cain, who dropped out Saturday, Gingrich?s personal failings involving women other than his wife occurred a decade or more ago. Significantly, many evangelical leaders (if not their followers) have accepted his prayerful contrition.

To most Republicans, it doesn?t matter that he may have flip-flopped on such issues as climate change and an individual mandate on health care; he?s on the right side now. And if his position on illegal immigrants is more nuanced than his thrown-?em-all-out presidential rivals, that?s a reminder of the compassionate conservatism the Republican Party once espoused.

Democrats, of course, see Gingrich differently, and many dream of a race in which President Obama?s impressive re-election forces and the media really dig into the former House Speaker?s past ? looking deeply and critically at the sometimes squirrely ideas he?s put forth (replacing school janitors with kids pushing brooms), his money-making ventures that have made him the quintessential wealthy Washington insider (including lobbying for the health care industry and housing mortgage giant Freddie Mac), a personality that comes across as aloof and arrogant.

As Jennifer Jacobs, the Des Moines Register?s chief political writer, observed in reporting the latest poll results Sunday, ?Gingrich?s rivals are already starting to put him through the woodchipper.?

That includes some fellow Republicans who served with him in the House. Rep. Peter King (R) of Long Island (who has not endorsed anybody) recently referred to Gingrich as ?condescending ? undisciplined ? pedantic? and with an ?incredible sense of exaggeration.?

When a company cuts 40 percent of its transistors from an upcoming processor, one question comes to mind: why? According to ExtremeTech, AMD issued an update stating that its Bulldozer eight core / four module CPU would feature 1.2 billion transistors, as opposed to the previously stated two billion transistors. The reduction occurred despite the fact that the die size remains unchanged at 315 square millimeters -- putting it on par with AMD's lesser Llano chip -- and depriving the chip of valuable horsepower before I/O, an integrated memory controller or HyperTransport are added. When approached for comment, company representatives stated they were simply correcting a mistake regarding the chip's actual specifications. Before you bemoan the fate of the Bulldozer chip, remember that the drummer from Def Leppard has had a terrific musical career with only one arm, so what's the loss of several hundred million transistors to AMD's latest?

Is Syria in a civil war?

On Thursday, Navi Pillay, the UN's high commissioner for human rights, said that the nation's political unrest has indeed approached the level of a civil war. Pillay said her assessment stems in part from recognition that elements of the opposition to the Bashar al-Assad regime are increasingly calling for armed resistance. She added that UN estimates of the conflict's death toll--4,000 killed in the past nine months--are likely understated.

"I have said that as soon as there were more and more defectors threatening to take up arms--I said this in August before the Security Council --there was going to be a civil war," Pillay told a news conference in Geneva Thursday, according to a Reuters report. "At the moment, that's how I am characterizing this."

However, it appears that Pillay's is not yet the official UN line. Shortly after she delivered her remarks, her spokesman walked back the characterization, asserting that Syria is, rather, on the "cusp" of civil war, and "heading" in that direction.

"It is definitely heading that way, with more and more reports of armed resistance to the government forces," Pillay's spokesman Rupert Colville told Reuters. "It is on the cusp, but in these circumstances it is hard to say definitively at what point it becomes civil war."

So what prompted the walk-back? And what determines whether the Syrian bloodshed constitutes a civil war?

The State Department has likewise shied away from Pillay's characterization, noting that the United States has called on both the Syrian regime and the pro-democracy protesters alike to refrain from violence.

"Obviously, we have been very clear in saying that we believe that . . . the opposition needs to remain peaceful," State Department spokesman Mark Toner told journalists at the press conference Thursday.Read More ?

One day after Manning's latest monthly checkup, Dr. Robert Watkins gave the winless Indianapolis Colts and their franchise quarterback some good news in this miserable season: The four-time league MVP is healing.

"I am encouraged with what Doc had to say," Manning said. "I am happy that I can increase my rehabilitation program as outlined by him ... and the Colts' medical staff. I am hopeful for continued progress in this next phase of my rehab."

Watkins believes Manning's recovery will continue.

The 35-year-old quarterback hasn't practiced since having a spinal fusion Sept. 8. The surgery was intended to repair a damaged nerve in his neck that caused weakness in his throwing arm. It was Manning's third neck surgery in 19 months and the most risky and complicated of the three.

It sounded as though things were going well when Manning provided reporters with his first medical update, after a checkup in early October. He was thrilled when doctors cleared him to move from the press box to the field and he started taking brisk walks around the practice field.

A month later, in early November after another checkup, Manning said doctors were still waiting for the fusion to become firmly healed before letting him do more strenuous workouts. The comments prompted speculation that Manning may not recover fully from the operation.

On Sunday, television commentators on the Colts-Panthers broadcast even discussed the possibility of Manning retiring after the season, a contention team vice chairman Bill Polian shot down on his weekly radio show Monday night.

In a statement issued by the team Thursday night, Watkins said Manning's neck has finally healed ? right in the two- to four-month timeline predicted by neck and back specialists who did not treat Manning.

Indy's franchise player is expected to speak with reporters later this week.

"X-ray and CT examination of the surgical area shows that the fusion performed in September has achieved firm fixation," Watkins said. "Peyton will now be allowed to increase the intensity and breadth of his workouts as tolerated. There remains every indication that his recovery will continue.

"There still is no timetable for Peyton's return to practice, which is one of many steps in his expected return to game action. He is working hard on a rehabilitation program. ... His response to this plan in the future will dictate his return date."

Manning had less invasive neck surgery in May, but when the nerve did not regenerate as quickly or as well as anticipated, he had the fusion.

Indy (0-11) has kept Manning on the active roster all season in hopes he could start throwing later this month, though it remains unclear whether that will happen.

With Manning, the Colts were a perennial Super Bowl contender.

After being drafted No. 1 overall in 1998, Manning didn't miss a start in his first 13 seasons, starting 227 consecutive games including the playoffs. He holds every major passing record in franchise history, has 399 career TD passes and trails only Brett Favre and Dan Marino on the career passing list.

Without Manning, the Colts have fallen apart.

Streaks of nine straight playoff appearances and nine straight 10-win seasons have already ended, and the Colts are 0-11 for the first time since 1986.

And they have not found an answer at quarterback.

Kerry Collins started the first three games after signing a $4 million contract, then was lost for the season with a concussion. Curtis Painter started the next seven games but after he threw eight interceptions and one touchdown pass in the last five games, coach Jim Caldwell decided to bench Painter and start Dan Orlovsky.

The questions will continue into the offseason, too.

Indy is the heavy favorite to get the No. 1 pick in April's draft, and many expect the team to select Stanford quarterback Andrew Luck.

First, though, Indy must decide what to do with Manning, who is owed a $28 million bonus before free agency opens. If the Colts opt out of the deal, Manning would become a free agent.

Polian said Monday the Colts could keep Manning and draft Luck and still remain competitive under the salary cap, and team owner Jim Irsay has said he believes the two sides could work out a new contract that would make it less costly to keep Manning.

But first, the Colts need to know whether Manning can come back ? something that seems more plausible after Watkins' exam.
