L.A. County holds animals for 5 days before euthanizing those that haven't been claimed.

The Los Angeles County Board of Supervisors this week weighed in on a narrow-but-emotional debate over euthanasia in animal shelters, urging the governor not to repeal a suspended law requiring shelters to wait more than three days before euthanizing abandoned pets and strays. ?

The mandate, suspended since 2009, is one of more than 30 that Gov. Jerry Brown has sought to eliminate in the wake of the state?s budget crisis.

Signed into law in 1998 by Gov. Pete Wilson, and named for its sponsor, former Santa Monica state senator Tom Hayden, it has extended the lives of lost and stray animals by requiring shelters to hold them from four to six days, rather than the 72 hours under the prior law. Local governments are supposed to be reimbursed by the state.

As California?s economy has struggled, however, the shelter law has been a target. In 2004, Gov. Arnold Schwarzenegger briefly tried and failed to repeal it, and five years later, it was suspended as part of a deal to balance the state budget.? At the time, animal rights groups feared that shelters would begin euthanizing animals more quickly, but they continued to abide by longer waiting periods, making up for the lack of state reimbursement out of their own budgets.

In Los Angeles County, for instance, the Department of Animal Care and Control has spent about $600,000 a year of its $33 million budget to hold animals for five days before euthanization, says Chief Deputy Director David Dijkstra.?

?As long as we have the ability, we like to make animals available for adoption or owner redemption for as long as possible,? Dijkstra says, noting that the county impounds about 90,000 animals a year and euthanizes fewer than half of them.

Some animal rights activists have argued that Hayden?s Law has worsened conditions for shelter animals because so-called ?rescue holds? by hoarders and well-intentioned but disorganized animal lovers force shelters to house aggressive and diseased animals for weeks at the expense of more adoptable pets who then end up being euthanized for lack of space.

The state also points to a 2008 report from the nonpartisan Legislative Analyst?s Office that found no proof that the Hayden Law had led to an increase in pet adoptions, and therefore recommended repeal.

Still, Brown?s proposal to save more than $23 million a year by taking the mandate out of the state budget has drawn a fresh round of protest from some pet lovers and animal rights groups. Hayden recently spoke out ?in a YouTube video, and the Humane Society of the United States this week asked members to write to Brown.

The Board?s response, led by Supervisor Michael Antonovich, a longstanding advocate for pet adoptions, took the form of a 5-signature letter asking that the law not be repealed.

Quantifying the local impact of Hayden?s Law has been difficult because so many variables are involved in pet adoptions. For example, in recent years, Dijkstra says, shelters have become more crowded because owners have had difficulty caring for pets in this economy. Moreover, many of the 40,000 or so animals euthanized each year in county shelters are animals such as feral cats that can?t easily be placed for adoption.

However, he notes, by the most available measure?dog impounds?the suspension of Hayden?s Law has not increased euthanasia. In 2008-09, the county impounded 45,903 dogs, with 54 percent adopted or returned to their owners. In 2011-12, the projected number of impounded dogs stands at 48,823, with 57 percent returned or adopted.?

About 80 percent of pets are claimed by their owners within the first three days, he says, but last year, about 1,100 lost pets were reunited with their owners on their fourth and fifth days in the shelter. In the past year, he adds, the county also has begun putting abandoned pets up for adoption sooner than they might otherwise have been made available.

?It?s very rare that an owner shows up after we?ve made a dog or cat available for adoption,? he adds, ?but that has happened on a couple of occasions, and in those cases, the new owners are contacted and asked if they?ll give the pet back.?

(AP) ? Trying to do his best "Tebowing," Alec Baldwin got a bit of help on stage.

The host of "NFL Honors" on NBC was kneeling down when Denver Broncos quarterback Tim Tebow stepped up and showed Baldwin how it's really done.

"Bless you, Tim," Baldwin responded.

That capped a nearly 10-minute monologue Saturday night on the eve of the Super Bowl as The Associated Press awards for the 2011 season were announced.

Baldwin started by walking into the glittery crowd, handing a football to Green Bay quarterback Aaron Rodgers and asking the AP NFL Most Valuable Player to sign it.

The "30 Rock" star then tossed around the jokes, taking equal shots at the NFL, Madonna and the Kardashians, mostly to big laughs from the likes of Joe Namath, Rex Ryan and Cam Newton. All the while, Baldwin clutched his prized souvenir.

The evening's first presenter, Katy Perry, kept in the spirit.

"Hi Tim, my parents said hi," Perry told Tebow. Both of the 27-year-old singer's parents are pastors ? Tebow was raised by missionary parents.

Early in his monologue, Baldwin pretended he saw Madonna ? who's performing at halftime of the game between the New England Patriots and New York Giants in the audience. He pointed out it was instead Packers linebacker Clay Matthews.

"I was confused by the hair and biceps," he said to a roomful of laughs. Matthews, for the moment, didn't look too amused.

Baldwin jabbed a famous reality show family, too. Mentioning the power and popularity of the NFL, "It would take 800 years for the Kardashians to date and destroy all of them."

But Baldwin did not spare the NFL.

He told the audience New England coach Bill Belichick was tucking in his Patriots and telling them that Giants coach Tom Coughlin was not hiding in their closet.

He joked about the NFL lockout, saying fans would've had to resort to watching Canadian football with teams with silly names such as the Argonauts.

And he compared Philadelphia quarterback Vince Young's preseason comments of being on a dream team with a bad dream ? the nightmare of being naked in school. The Eagles lost four of their first five games.

After the award for the AP Defensive Rookie of the year, Baldwin sat next to former NFL star Archie Manning and asked him: "Peyton or Eli?"

Rather than choose between his quarterback sons, Manning offered a quick retort.

"Let me ask the question: Alec or Billy?" Manning said.

Conveniently, the younger Baldwin brother was sitting right in front of Alec.

As for the postgame altercation between coaches Jim Harbaugh of the 49ers and Jim Schwartz of the Lions, "I haven't seen a handshake that awkward since Nixon met Elvis."

Before the show, players were eager to hear Baldwin's take on the NFL.

"He'll say anything but he's always funny," Jacksonville Jaguars running back Maurice Jones-Drew said.

The evening's presenters included television host Jimmy Fallon, "Mad Men" star Jon Hamm and "Entourage" actress Emmanuelle Chriqui.

Self Improvement | Nifty Alternatives to Not Watching the Super Bowl ...

It has been estimated that 100,000,000 million people watch the Super Bowl each year. Although the football game is broadcast to 225 countries, we can assume that the majority of viewers are American as the two teams in competition are American teams.

Not everyone in the United States, though, is a football fan. Some of us like to do other activities, so here is a list of neat things to do INSTEAD of watching the pig skin warriors:

Go swimming or walk along the beach. You might be able to get some beach walking time in without the crowds although water temperatures are chilly for swimming. Indoor pools are a good bet. Don?t forget your flip flops and towel.

Go shopping. This football game is so popular that stores have special sales going on. Might as well take advantage of low prices on selected items, and the stores will be noticeably less crowded.

See a movie. This week happens to be loaded with interesting movies: The Grey with Liam Neeson, Underworld Awakening starring Kate Beckinsale, Katherine Heigl in One for the Money, Red Tails, Man on a Ledge, and the 9/11 film Extremely Loud and Incredibly Close.

Exercise either outside or at the gym. I was at the gym last year during Super Bowl and had my pick of machines to use.

Read a good book. Normally, you probably read the paper, online news and such. Treat yourself to a great story, whether it be from the library, the bookstore, or downloaded to your Amazon Kindle Fire. According to Bowker Info, over 300,000 titles were published in 2010. Take your pick!

Clean out a closet. It doesn?t matter who you are or where you live. If a closet hasn?t been straightened in six months, its due. Cleaning and organizing are how some people destress. It?s also nice to donate items you don?t need.

It?s tax time. If you haven?t started your tax returns, this is prime time.

When is the last time you planned a vacation or even a weekend getaway? If you can?t remember, perhaps some research on travel destinations might be in order. Sit down with your favorite beverage and start planning.

Don?t forget the luxury of a bubble bath and soaking to your heart?s content. Slow down and take some time for yourself. Monday comes soon enough.
